This only makes sense if there is someone else with Toph.
Even with the general idea that Weeping Angels are only stone when being observed (rather than strictly seen) Toph could not observe them unless they were already stone, which they can not be unless being directly observed.
Well I suppose unless we consider the second appearance of the Weeping Angles in Doctor Who where they stonified themselves because they assumed Amy was watching them even though she wasn’t. Then they could accidentally stonifify themselves and Toph could rip them apart. But that second appearance messed with the established Weeping Angels mythology so much.
I could also be missing something obvious, but I think there needs to be another observer.
